The company Elektrische Signalverarbeitung Dr.Fischer GmbH (ESF) was founded in 1997. Owner and managing director is Dr. Hans-Joachim Fischer.

ESF has a certain focus, but is not restricted to this, on communication and radar technologies for Intelligent Transportation Systems. ESF is providing the following services:

From Ehingen:

B492 towards Blaubeuren. In Blaubeuren turn left on B28 towards Bad Urach. After the tunnel take the first exit right and the the first exit left uphill towards Sonderbuch / Asch. In Asch turn right towards Ulm. Once you passed the petrol station turn right twice.

From Ulm:

B28 towards Blaubeuren. Drive through Blaustein and Herrlingen. Turn right uphill towards Wippingen / Asch and drive through Wippingen. In Asch take the first exit to the left and then turn right.

From Stuttgart / Stuttgart aiport:

Take highway Autobahn A8 towards München. Leave A8 at exit Merklingen. Follow the signs towards Blaubeuren, then towards Berghülen, Bühlenhausen, Asch. In Asch turn left towards Ulm. Once you passed the petrol station turn right twice.

FromMünchen:

Cooperative Intelligen Transport Systems

Cooperative Intelligent Transport Systems (C-ITS) are being developed at various SDOs in a joint approach in order to merge the various "silo ITS applications" under one common cooperative platform which was originally developed at ISO TC204 WG16 (CALM). CALM introduced the concecpt of a "Bounded Secured Managed Domain", which is now being used for C-ITS.

Cooperative ITS can be defined as follows:

C-ITS Definition

Major roles in C-ITS are with

  • ISO TC204 WG16 for communication standards (ad-hoc access technologies, cellular networks, and satellites)
  • ISO TC204 WG18 for application standards

ISO TC204 WG18 jointly developes its standards with

  • CEN TC278 WG16

ETSI TC ITS is developing communication standards and application standards for a small slice of ITS, i.e. car-centric road safety and traffic efficiency.

CEN TC278 WG16 and ETSI TC ITS jointly replied to the Mandate M/453 of the European Commission to develop a first set of C-ITS standards. This activity is partly funded under this mandate.

USA and EU work together on quick introduction of global C-ITS, and on International Harmonization of Standards.

Standardisation activities related to C-ITS are also conductedat other organisation, e.g. at IEEE (802.11p and 1609), at SAE, and other regional SDOs. Please visit our portal on ITS Standardization.

Dedicated Short Range Communications Europa

DSRC is a standardization project. Responsible for the set of basic DSRC standards

ETSI provided standards for conformance testing:

  • EN 300 674 Part 2: Harmonized EN under 3.2 of the R&TTE Directive; Sub-part 1: Requirements for the RSU

ESF GmbH was involved in the development of all parts of these DSRC base / profile / test standards, partly as member of a CEN project team or as member of an ETSI STF (Specialist Task Force).

The process continues at CEN TC278 WG1 - WG on Electronic Fee Collection (EFC) in order to develop standards as the technical interoperable basis for the European Electronic Toll Service (EETS).

Electronic Fee Collection

EFC mainly is an implementation project, as almost all standards urgently needed are already available.

ESF GmbH was and still is involved in several real EFC implementations in Europe.

The urgent task now is to serve Europe in a user-friendly, cost-effective, reliable way to achieve interoperable cross-border EFC. The basic well-proven core technology is DSRC. New technologies such as GNSS/CN, Video/OCR recognition, etc. may be used in addition to the pan-European mandatory core technology where reasonably being applicable. It has to be considered, that most vehicles in Europe are in private usage (cars, motorcycles), thus expensive technology like complex navigation technology is not acceptable at all, especially for those countries that still suffer from low economy. "Cheap" implementations of navigation technology suffer from somewhat low performance. Considering the competition between DSRC and GNSS/CN it is easyly being calculated that in case of enforcement to be implemented for EFC systems - which is not only reasonable but urgently required -, DSRC systems are cheaper to be implemented and operated than GNSS/CN sytems. The main cost in a DSRC EFC system is the cost of enforcement. The effort for enforcement is the same for DSRC and GNSS/CN.

The Europe Commission together with CEN TC278 WG1 now are working towards a harmonized European Electronic Toll Service (EETS) considering

  • the well established CEN DSRC technology
  • GNSS/CN as currently being in use in Germany
  • the Italian Telepass technology, which is similar to CEN DSRC.

Such a harmonized service beneficially can be implemented as a coopeartive ITS on a CALM in-vehicle platform. This allows to reduce significantly the price of equipment related to EFC, and at the same time providing added-value services in the car.

General Purpose Interface Bus

This is a hardware and software development project of ESF GmbH in cooperation with IEB GmbH.

The universal interface GPIB-A1 together with a dual stepper drive module is in successful operation at NARDA Safety Test Solutions GmbH in several RF measurement set-ups including anechoic chambers with very high field strength. The stepper drives control position and movement of antennas.

Stepper drive

This is a useful device for physical layer measurements of any radio equipment. The basic interface provides digital I/O lines at TTL levels. Please check the manual.

Control of the GPIB instruments is done via the Agilent VEE software. ESF GmbH is a registered VEE developer using VEE 6 and VEE 7.

  • Large scale cross-boarder field trial CVIS Cooperative Vehicle Infrastructure System to validate and support CALM as the European platform to be used in automobile environment..
